What is the single most significant change you hope to make if elected?
The current political climate is marked by significant division across all levels of government. As an elected official, my priority will be to address the concerns of every constituent. Far too frequently, policy decisions focus primarily on advancing the interests of one party, rather than serving the needs of the entire district. It is essential to promote collaboration and unity in order to achieve meaningful progress that benefits all residents of HD 19.
How do you define success for your term in office?
For me, success as your representative means fostering an environment where every voice is heard, and tangible results are delivered for our community. I will measure my accomplishments not only by the policies enacted, but by the trust I build with constituents through transparency, accessibility, and responsiveness. My goal is to ensure that, by the end of my term, residents feel their concerns have been addressed, their quality of life has improved, and that the district is more united and forward-looking than before.
Which three issues are your top priorities?
Pressing issues facing the Texas Legislature are affordability, public school funding, and healthcare. As we look ahead, it is imperative that lawmakers prioritize measures to make everyday necessities more attainable, bolster the resources and support available to educators and students, and expand healthcare coverage for families throughout the state. By focusing on these core areas, the Legislature can help create a more stable and prosperous future for all Texans, ensuring that essential services remain accessible and fostering opportunities for continued growth and security.
How will your policies directly impact everyday Americans?
Improved quality of life. The assurance of hope for the future. A community that fosters opportunities for children to thrive and achieve their aspirations. Accessible healthcare designed to support individuals in times of illness, offering recovery solutions without the burden of overwhelming medical expenses.
Bio:
Javi Andrade is a native of Kerrville, Texas, where he attended Tivy High School and was actively involved in football and track. Upon graduation, he continued his education at San Antonio College before enlisting in the United States Army as a Combat Engineer. Advancing rapidly, he attained the position of Non-Commissioned Officer and subsequently, while serving on the staff of the Supreme Allied Commander Europe, was selected to become a Warrant Officer. Javi has participated in multiple deployments across the Middle East and other regions, supporting operations such as the Global War on Terrorism, Operation Iraqi Freedom, Operation Enduring Freedom, and contributing to various humanitarian missions. He retired after 20 years of distinguished service as a Field Grade Warrant Officer, and his commendations include the Meritorious Service Medal, Army Commendation Medal, Joint Service Achievement Medal, Army Achievement Medal, Good Conduct Medal, and several Campaign Medals.
Javi holds a Bachelor of Science in Information Systems – Cyber from the University of Maryland Global Campus and an Associate of Arts in Computer Studies, as well as numerous Information Technology certifications. He is proficient in Python programming and artificial intelligence applications.
Following his military career, Javi joined the University of Texas, working on highly classified projects within their government department. He later transitioned to the Department of Veterans Affairs, overseeing portfolios that enhanced platforms for Veterans. Subsequently, he accepted a role at the Department of Treasury, where he contributed to the development of new Intrusion Detection and Prevention Systems for the Internal Revenue Service, safeguarding sensitive taxpayer data.
In addition to his professional pursuits, Javi has dedicated many years to serving as a youth coach and mentor in both the United States and Germany. He and his wife have been married for over two decades and are parents to five children. In his personal time, he enjoys attending his children's sporting events and spending quality time with his family and two dogs.
